Measuring What Drives Local Government Success

Regional and local governments play a critical role in delivering essential services and improving quality of life for citizens across Indonesia. Recognising and learning from their performance, and the factors behind it, supports more effective planning, policymaking, and resource allocation.

The Regional Government Success Scorecard provides a structured, evidence-based assessment of performance at the local government level across four interconnected pillars: government capabilities, resources, outputs and outcomes for communities, and the contextual factors that shape what local governments can realistically achieve.

This integrated approach moves beyond conventional performance rankings. By bringing these dimensions together, the Scorecard identifies the local governments that are performing well and the factors driving their success. These insights support local governments in benchmarking their performance, identifying strengths, and addressing gaps, while helping central and provincial governments and development partners direct support and resources more effectively.
